In the process of identifying this photo, I read Dasch's color description of Cidaphus paniscoides (Ashmead). Males of paniscoides often have the abdominal terga posterior to the 4th infuscate, as is the case here and in this thumbnail photo of a specimen in the Canadian National Collection.

This is a rather distinctive critter, and I feel like I ought to recognize it. Because of the lack of pixels in the image, I am unsure whether I am seeing ovipositor sheaths or rod-like male claspers. If the latter, this could be a species of Mesochorinae.
