This is very likely a Lestica. Ectemnius and Crabro are usually 'smoother'

Crabronid wasps?
I think they are from family Sphecidae, subfamily Crabroninae (i.e. Crabronid wasps). I remember Eric mentioning that the males of one genus have shield-like flanges on the front legs which they use to cover the eyes of the female during mating.

Not sure which genus, though. Ectemnius, Lestica, and Crabro all look pretty much identical until you get them under a microscope, though Crabro males usually have the shields Richard spoke of.
