Bill, any Juniper species in the area?

There are several Eastern Redcedars in the area, as well as ornamental arborvitae.

 
Excellent…
The larvae of R. juniperina feed inside the fruit of Juniperus virginiana (Eastern Red Cedar). They are fairly host specific to Juniper species. This fly appears to fit the description because the subbasal and discal wing crossbands appear to be separated in these images.

just looks kind of like a Rhagoletis completa to me but maybe that is because we used to have walnut trees and had so many of them.

Went back out with more extension tubes to try for more detail.
