This is not a pteromalid ...
...the wing venation, long ovipositor, quadrate funicle segments and enlarged hind coxa mark it as a Torymidae. The flattened white setae are more characteristic of some pteromalids I believe, but not in this case.

Pteromalid…
There are some exceptions to the "well-developed postmarginal and stigmal vein" rule.
