Doesn't look like a Strategus
The tarsi are large and well developed. Looks to have a textured pronotum (Strategus are usually shiny across much of the pronotum).

I suspect this is a female Unicorn Beetle, Dyanstes tityus (i.e. discolored =wet/oily or possibly a dark form, which is uncommon, but of the many I have collected and reared, I have seen several)
