I'm seeing potential evidence of (RS+M)a, but this region isn't within the plane of focus. I see no means of distinguishing this from specimens identified by Dr. Marsh as Phanerotoma as this issue also occurs in some of those photos. Plus, having exactly 21 flagellomeres is one of the hallmarks of Phanerotoma.

Can't see the two distinct transverse sutures on the metasoma in this particular image, but this is most likely Phanerotoma.

I'm wondering
given the fact that it's missing a critical fore wing vein needed to be Phanaerotoma, how it could be identified as one. It's true that the presence/absence of sutures are not discernible in this image, but even without this information the only chelonine genus missing the (RS+M)a vein is Chelonus. Be wary of making ID's based on color pattern alone.

It's in the neighborhood - correct subfamily. I wouldn't doubt if Chelonus with this type of coloration is sometimes mistaken for Phanaerotoma. It can be hard to see the presence or absence of the (RS+M)a vein in some of these images. In the case of your image here, I can't see any sign of this vein. Given the presence/absence of other features, it keys to Chelonus, which has been described as a very diverse group, and quite abundant.
