Certainly appears to be Tremex columba, but we don't have any prior specimens from Oregon, so I'll await expert confirmation.

Keep in mind, I saw this at a zoo by picnic tables. Could it be possible that it hitched a ride with some zoo specimen from a exotic location?

 
Wouldn't have to be terribly exotic...
They're known (occasionally) from California.
