Meadowhawk
The only time I'm sure of identifying Whitefaced is when I see a face that's primarily paper white in colour especially on a male. Of course seeing the hamules under a microscope usually dispels or confirms any doubts.

I agree with Larry. Likely White-faced Meadowhawk, but this individual does not show as clean, bright white a face as most do. This genus can be very difficult from photos.
