I'm 99% sure this is the white flannel moth caterpillar... Stung like heck when I found them... These pics were taken last year, but they're back again this year... Only eating the red bud tree.

You are correct, they are White Flannel Moth caterpillars, Norape ovina.
They aren't as absurd looking as their cousins in Megalopyge, but they still hurt!
