Possible Ceropales bipunctata - Ceropales bipunctata

Possible Ceropales bipunctata - Ceropales bipunctata
Coatesville, Chester County, Pennsylvania, USA
September 11, 2014
I'm hoping to get an ID on this wasp. Ceropales bipunctata is my guess. I know it's not the best set of photos but it was really hard to get close enough with my macro, since the wasp was startled pretty easily, and it was hard to see it from far enough away in order to use the big camera. I'm also curious to know if this is a male or a female?
