There are too many features not visible for me to key this one out but I suspect this one belongs in Hydrophoria or Zaphne. If I’m correct that the katepisternal bristles are arranged l:2, that should rule out Hylemya – I think (assuming those are marginal and not discal bristle at the end of the abdomen).
