Wasp and fly - just a question - Ammophila Antelope Island, Davis County, Utah, USA

I watched this wasp take its prey into its burrow and proceed to cover it and close the entrance but it wasn't until today I noticed the fly watching in the upper left hand corner of the photo. Is it just a curious fly or would it be waiting to lay eggs in the burrow as well. Just wondering if anyone knew.
